Walter Leuchs was born in Cologne in 1951. He grew up in Hanover where he finished high school in 1970. He served as a conscript in the German army. In 1971 he began studies in Administration at the University of Konstanz which included an eight months internship with the City of Wilhelmshaven.
After obtaining his graduate degree (“Diplom-Verwaltungswissenschaftler”) in Konstanz in 1976, Walter Leuchs went to Carleton University in Ottawa, supported by a Canadian Council scholarship. He obtained his M.A. in Public Administration in 1978.

Returning to Germany he was a trainee with the County in Karlsruhe, before he got accepted to the German Foreign Service in 1979.

He had different functions with the German Embassies in Tripoli (Libya), Cairo, with the German Consulate General in Toronto and in the German Ministry of Foreign Affairs in Bonn. In 1993 he became German Ambassador in Bujumbura (Burundi). After 1996 he was the head of the Consular Assistance Unit in the Ministry in Bonn. In 1999 he was appointed Deputy Consul General in San Francisco. 2004 he became Consul General in Dubai, from where he was transferred in 2007 to be Consul General in Thessaloniki. In 2010 he was again transferred to be Deputy Ambassador of the German Embassy in Skopje.

Since November 2012 he is the German Consul General in Montreal.
